I'm out of ideas with what the problem could be, make sure you have nothing checked under the audio section in the jpcsp configuration, if you installed xuggle uninstall that.
do you have any other computers to test it on?

it shouldn't, jpcsp has xuggle build in , version 5.4 for the 32bit version and 3.4 for the 64bit.

The recommendation was to run the Sonic Stage Restore Tool, ojbsir.exe, which is located in C:\Program Files\Sony\SonicStage. This apparently requires internet connection.

This just happened. I'll try reinstalling SonicStage to see if it changes anything...
Reinstalled SonicStage, no success. Is there any codec I need to install for Type-0?

Wait uh so does anyone have a solution for where only sound effects work but there's no sound? Also this has been happening for me in BbS as well- I'm assuming there's something wrong with my Sonic Stage or something?
