so I decod the at3 file and copy the .ate.decoded file to tmp\NPJH50426\Atrac\
and then try again
yet the game have bgm as I wish,

but when I play the song the music will disappear after 1 Second

EDIT: JPCSP not extract whole at3, The song is longer ther 2min, but what jpcsp extract is only 1s.
