I'm running 64-bit win 10.

Is the exe compiled for 32-bit OS/cpu only?

Try set compile flag to "any cpu"?

RPCS3 is compiled for 64bits, it doesn't run on 32bits.
The issue was confirmed to be happening after kd-11's changes that implement Vulkan on Linux and will be fixed.
