I've tested JPCSP under Windows 8 and Windows 8.1 (both 32-bit and 64-bit) without any issues. I suspect this may be indeed related to Java.
Try this:
1 - Uninstall all Java packages installed;
2 - Install Java 7 from here: http://www.oracle.com/technetwork/java/j...80261.html
3 - Try running JPCSP.

If it fails, try installing also Java 6: http://www.oracle.com/technetwork/java/j...45-oth-JPR

If JPCSP only works after having Java 6 and Java 7 installed, please report it here. Since Java 6 is now completely obsolete, it's possible that we may have to completely remove JPCSP's dependencies on Java 6.
