enable the media engine ( only works for windows 32bit jpcsp ) in the media tab of the configurations. For sound, install sonic stage 4.3 and enable decode with sonic stage option in the media tab.

i use windows 7 64 bits and got it too.
i marked the option that "Kai3213", but anything changed.
so after i install SonicStage CP 4.3, it worked xD
