In the video options screen, the ones at the bottom get cut off with no way to access them:

You could try to make your monitor have a higher screen resolution so you can enable those options.
Go to control panel -> Display -> set the size of text to 'Smaller - 100%' when using a higher setting it can cause these types of bugs in programs.
or turn your windows theme to classic. i'm using classic and even with larger text it fits.
large text's sometimes needed when you have a smallish monitor with high resolution and/or bad eyesight.
thx, i made the text smaller, but since there was actually only one option that was getting cut off - software render, which i never use - I put it back where I had it.
