I feel like implementing OpenCL to rpcs3 would help increase the emulation speed, due to the Cell processor having some of the same traits of a GPU.

Nah, no benefits. Won't make things faster/easier in foreseeable feature and Nvidia support of OCL is worse than..

Just no, coming DirectX12 will be much better than OpenCL and GL
