You can make it open-source but don't allow to redistribute it with another license; you would not have this problem.

you still wouldn't be able to control what they do with it. Other developers might start working on it and have different priorities for the emu. For example hlide doesn't care about homebrew at all. He already said he won't support homebrew if it uses stuff official developers can't

Well, as far as I know, releasing the source code of a emu is used to avoid the project from ending when the developers do not want/have no time to work on it anymore, but the code must be mature, so its integrity will prevail no matter how much people mess with it. I'd say that if there are still developers working on it, and if it's working fine, just let it be, The project can be more focused and more organized, it's better that way....

The code isn't mature yet. Once we have the foundations and many big changes we plan done and only miss some non-core HLE to do, we'll do it.

Sure, it can run some games, but the API isn't stable yet. So we'd better not let other people mess with it.
