game won't boot

I have a problem, just like topic said: game wont boot, when i try boot it.

I try play The Legend of Heroes: Trails of Cold Steel [BLUS31572],I think game should work, but it wont boot, and onyly show me this massage:

I use method to lunch game with pkg file format option(youtube tutorial).

My computer spec is:
Intel Core i5 4690k 3.5GHz
8GB RAM
Windows 7 64 bit
Nvida GeForce GTX 750 Ti

You're not trying to play BLUS31572, you're trying to play NPUB31759.
Read the Quickstart guide, ignore random YouTube tutorials. You're missing the rap file for the game. In: Installing games and software.

If you choose to go with the package method, you need to generate a RAP file using the RIF, ACT.DAT and your console's IDPS.
