SonicStage on windows 32,64 bit

I think that JPCSP should check SonicStage have installed or not.
If not ,tell them "Please install SonicStage, otherwise some games will not have sound,after installed ,plase also enable Decode audio file with SonicStage" in once.

Since sonicstage is only for windows, that wouldn't work out to well in other platforms like linux, mac.. but I suppose it could be done with some checks.

In the launcher I do a simple check for a registry key and if it exists so perhaps that might be possible in Jpcsp.
