1. To legally use console emulators you need to own the working physical console equivalent (IE: Pcsx2 you need to own a ps2, Dolphin a WII | Gamecube | Triforce, Epsxe a psx, Snex9x a Nintendo, and jpcsp | pcsp you need a PSP), there can be some exceptions (like home-brew games), unless the emulator needs a bios then there is no exception since it needs to come out of the console.
2. if you meet the above requirement then the second one is you must own the physical game (meaning you paid for the game. from a reputable store, renting / copying from friend does not count)

and since this is getting off-topic to clear up question on the decryption.
Jpcsp cannot decrypt this title yet, the only way to play it on jpcsp is to use your psp to decrypt the game or wait for a newer Jpcsp build, but i doubt its top priority now.
