Probably coded in such a way that it displays some logos/loading screens right when it starts, before it does anything crazy with spurs and such. That is why it doesn't quit right away like most games, but there is still a massive amount of unimplemented stuff and this is most likely not anywhere near ready to show anything more on the screen.

Well, tried again though still the NPUB31254 version, cause that's all I can get my hands on easily. The screen is black, but in the RSX debugger we can see an animated loading screen in color buffer A and B by pressing "get" multiple times:
